IMPORTANT INFORMATION REGARDING
ECFMG'S PROVISION OF PERFORMANCE DATA TO MEDICAL SCHOOLS


ECFMG may provide international medical schools with data on the performance of their students and graduates who apply to ECFMG for USMLE Step 1 and Step 2. The following notice outlines ECFMG's practices regarding the provision of these data to international medical schools as well as the process by which examinees can request to have their individual exam results withheld from their medical school.

Provision of USMLE Performance Data to International Medical Schools
  • ECFMG may provide international medical schools with data on the performance of their graduates and students (enrolled at the time their exam results become available) who apply to ECFMG for USMLE Step 1 and Step 2.
  • Medical schools have the opportunity to obtain performance data on examinees individually and, under certain criteria, in aggregate.

    Data on Individual Examinees

    • Data will be provided to medical schools electronically through the ECFMG Medical School Web Portal (EMSWP) Performance Data program and will be available for 365 days after the examinee's score report becomes available.
    • Data provided to the medical school may include: the examinee's name; his/her USMLE/ECFMG Identification Number; his/her unique medical school identification number, if applicable; the examination he/she took; the date on which the examination was taken; whether the examinee passed or failed the examination; and, for Step 1 and Step 2 CK, the examinee's numerical score, if one was reported for their exam administration. If the exam result is classified as indeterminate and/or if there was a finding of irregular behavior for the exam administration, these will be noted.
    • Only results of exam administrations with a pass/fail result or that are classified as indeterminate will be made available. If an examinee's score is incomplete or withheld by ECFMG or the National Board of Medical Examiners (NBME), or if the examinee does not take the examination, no information will be made available.
    • Examinees have the opportunity to have their individual exam results withheld from their medical school.
    • The provision of performance data on individual examinees applies to all exam administrations for which an examinee applies on or after November 2, 2009.

    Data in Aggregate

    • Aggregate performance data, including pass rates by examination, may be made available to eligible medical schools on an annual basis. Individual examinees will not be identifiable in Aggregate Data Reports.
    • Examinees who request to have their individual exam results withheld from their medical school will not be excluded from Aggregate Data Reports.

Eligibility of Medical Schools to Obtain Performance Data
  • To be eligible to receive performance data, a medical school must meet certain criteria.

    Data on Individual Examinees

    • To be eligible to receive performance data on individual examinees, these criteria include establishing an EMSWP account and participation in the EMSWP Status Verification program and in the EMSWP Credentials Verification program. Medical schools must also sign a Performance Information Agreement, which restricts use of Performance Information only for appropriate academic purposes (such as program evaluation, admission criteria refinement, faculty development and other internal matters) and for the preparation of required reports to governmental agencies. The Performance Information may not be used or referred to in advertising, recruitment (faculty, students or staff) or other promotional materials and may not be published or made available through electronic or other media other than for the permitted purposes referred to above.
    • Examinees can determine if their school is eligible to receive performance data by contacting the medical school.


    • Important Note: Even if a medical school is not eligible to receive performance data at the time the examinee applies for or takes an exam, the school may be eligible to receive performance data by the time the results of that exam are available. Therefore, an examinee's decision whether to withhold his/her exam results from the medical school should be made independently of whether the medical school is currently eligible to receive exam results.

    Data in Aggregate

    • Aggregate performance data may be provided to medical schools that require this information in order to meet requirements of the U.S. Department of Education (DoE).
    • A minimum of five examinees who meet reporting requirements is required for number/percentage passing to be reported. If a medical school does not have five examinees who meet the reporting requirements, an Aggregate Data Report will be generated, but the data will be withheld.
    • If a school does not have the minimum number of examinees who meet the reporting requirements for a given year, a three-year look-back may be provided.
Withholding Examination Results From a Medical School
  • After an examinee is registered for examination, he/she will have the opportunity to have his/her exam results withheld from his/her medical school.
  • This applies only to individual performance data. Examinees who request to have their individual exam results withheld from their medical school will not be excluded from their school's Aggregate Data Report.
  • To have exam results withheld from his/her medical school, the examinee must submit a request through ECFMG's Interactive Web Applications (IWA).
  • This request must be submitted at least 10 days before the scheduled test date. If an examinee does not have a scheduled test date, this request must be submitted at least 10 days before the end of his/her eligibility period.
  • A request to have exam results withheld is valid for one exam administration only. Examinees must submit a separate request for each exam administration for which he/she wants exam results withheld from his/her medical school.
  • If an examinee makes this request and his/her medical school is eligible to receive performance data on its students and graduates, the information provided to the medical school for that exam administration will list the examinee's name, USMLE/ECFMG Identification Number, the examination he/she took, and a notation that the exam results have been withheld at the request of the examinee.
  • If an examinee submits a request to have the results of an exam administration withheld from his/her medical school, the examinee will not be able to reverse that decision. If the examinee wants the score for that exam administration reported to the medical school subsequently, he/she must request and pay for a USMLE transcript.
